Hybridteck Cluster Development Skills Training Programme (CDS-TP) has entered a strategic collaboration with the National Leather and Leather Products Association of Nigeria (NALPAN) to strengthen Nigeria’s leather and footwear value chain through structured skills training, certification, and access to finance.
This partnership is designed to train members of Hybridteck CDS-TP and NALPAN in footwear and leather product manufacturing, while issuing National Skills Qualification (NSQ) Certifications at Levels 1, 2, and 3 in line with national TVET standards.
What the Programme Offers
1. Footwear & Leather Skills Training
Practical, industry-based training in footwear and leather product manufacturing
Delivered through Hybridteck CDS-TP’s decentralized training model in collaboration with NALPAN professionals
2. NSQ Certification (Levels 1–3)
Participants will be assessed and issued NSQ Level 1, Level 2, and Level 3 certifications
Certifications are nationally recognized and aligned with Nigeria’s TVET framework
3. Access to ₦2 Million Soft Loan
Members who successfully obtain NSQ Level 3 certification will be eligible to apply for a ₦2,000,000 soft loan
Loan is targeted at:
Business expansion
Equipment upgrade
Export-ready leather and footwear production

Members of NALPAN
Members of NALPAN-affiliated leather associations across Nigeria
Artisans, manufacturers, MSMEs, and entrepreneurs across the leather value chain
All leather value chain actors are strongly encouraged to apply.
How to Apply
Step 1: Become a Member of NALPAN
Join NALPAN or any of its affiliated leather associations
Applicants must be active and compliant members
Step 2: Join Hybridteck CDS-TP Community
Enroll into the Hybridteck CDS-TP community
Introduce a minimum of ten (10) members who wish to:
Upgrade their skills
Obtain NSQ Level 1–3 certification
Step 3: Become a Hybridteck Ambassador
Participate actively in community development
Support awareness, training mobilization, and market linkage
Step 4: Apply for ₦2 Million Soft Loan
Available only to members who have obtained NSQ Level 3 certification
Funds to be used to boost leather and footwear production for local and export markets
